Personal Investment Account FAQ
What is confirmed, what is proposed and what Ireland still needs to decide.

The proposed account
What is a Personal Investment Account?
The PIA is a proposed Irish investment account due during 2027. It is intended to hold investments such as shares, bonds, funds and ETFs under one simpler tax system.
Is the PIA law yet?
No. The Department of Finance has published the intended design, but legislation has not passed. The tax rate, tax-free threshold and annual contribution limit remain undecided.
How is the PIA expected to be taxed?
The proposal is for an annual charge on average account value above a tax-free threshold. It is not a tax on each sale or a tax charged only when money is withdrawn.
Will deemed disposal apply?
The proposal says the eight-year deemed disposal rule will not apply to eligible investments held inside a PIA. Existing investments outside a PIA remain under today’s rules.
When will the PIA open?
The Government intends the account to become available during 2027. No exact opening date has been confirmed, and individual providers may launch at different times.
Providers and existing investments
Which firms will offer it?
No firm has publicly confirmed full PIA terms yet. Our provider tracker records dated public statements; our confirmed-provider directory will only list firms once terms are on the record.
Can existing investments be moved into a PIA?
No tax-free route for moving existing holdings has been announced. This remains an open question for Budget 2027 and the Finance Bill.
