The story in five facts

  • Ireland is one of the last EU economies without a simple retail investment wrapper. The Department of Finance published its roadmap on 31 August 2026.
  • The Personal Investment Account is intended to be available in 2027, legislated through the Finance Bill.
  • It taxes the value of the account annually at a flat rate above a tax-free threshold — not realised gains. The charge is final; there is no deemed disposal.
  • The rate, the threshold and the annual contribution limit are all deferred to Budget 2027 and remain unknown.
  • Today, Irish investors face 41% exit tax on funds and ETFs with eight-year deemed disposal, 33% DIRT on deposit interest, and 33% CGT on shares.

What we track

We maintain a live provider directory of MiFID firms and fund managers expected to offer the account, a savings-versus-PIA calculator built on current Irish deposit and fund rates, and guides to the taxes the PIA is designed to replace. Underlying assumptions are published on each page so figures can be checked.

Using our material

Charts, tables and calculator outputs may be reproduced with attribution to PIA·IE and a link to the source page. We ask that any figure carrying an assumption — a growth rate, a modelled PIA rate — is reproduced with that assumption stated, because the final rules are not yet law.

We are independent and reader-focused. We expect to earn referral fees from providers once the account launches; that arrangement will never affect rankings, and any page with a commercial relationship will say so plainly.
