AIB plans to offer a PIA; Zurich discusses how insurers could take part

AIB has stated its intention to offer the account once rules and services are ready. Zurich has discussed potential participation, but not announced a product. What is — and is not — confirmed.

Updated 2 October 2026

Correct as of the rules ledger v2026.09.5 (24 September 2026). This post was checked against the ledger on that date.

AIB has stated its intention

AIB's Personal Investment Account page says: “AIB plans to offer a Personal Investment Account once the scheme rules have been finalised and the necessary services have been developed.” We checked the undated page on 2 October 2026.

That is a first-person statement of intent, so AIB is now marked confirmed intent on our provider tracker. It is not a live product. AIB has not published a fee schedule, minimum investment, investment range or application date. Nor has it said whether it will deliver the account directly or via its Goodbody subsidiary.

Zurich is talking about the account, not promising one

In a 16 September 2026 Zurich Ireland article and Future Ready podcast, Ian Slattery, its Head of Investment Solutions, explains the proposed PIA framework. He says the likes of Zurich and its insurance peers would be eligible and discusses providers administering tax for investors. This signals interest in how insurers could participate.

Zurich has not explicitly said it will offer a PIA. We have moved it from “No public position” to Considering in the tracker, not “Confirmed”. An explanation of a policy is not a product announcement.

What you can compare now

No firm has published complete PIA fees and terms, so our comparison directory remains empty. Budget 2027 on 6 October is expected to set the tax rate, tax-free threshold and contribution limit. We will add products only when their actual terms are public; participation signals will remain clearly separate from available accounts.
